No. A refined olive oil results from an olive oil that is inappropriate for consumption (lampante olive oil), which results in an odourless, colourless and neutral olive oil, after adding caustic soda to reduce acidity, washing it, heating and after an intensive filtration to remove odours, flavours and colour. This process also removes all its vitamins and its health beneficial oils.

If a virgin olive oil is mixed to the final product (usually less than 10% of virgin olive oil), it may be marketed to the general public but only with the designation "Olive oil, contains refined olive oil and virgin olive oil", having some colour and flavour.
